Abstract:Irrigation is seen as a means of raising agricultural productivity and rural incomes. However, historically, many smallholder irrigation schemes failed to produce the expected results and cannot sustain their running costs or fund further development. It is important to improve our understanding of the constraints to profitability and sustainability, particularly as the urgency for governments to withdraw financial and managerial support gathers momentum.
